Grammarist.com says paint the town means to indulge in the available entertainment in town such as nightclubs, bars and restaurants in a raucous and flamboyant manner.I don't know if 86 year old Huang Yung Fu of Taichung City, Taiwan is familiar with the idiom but when he heard his village was slated to be torn down he decided to do something about it. He took out his paints and brushes and started to literally "paint the town", his village. Huang Yung Fu is now 98 years old and his village has become an internationally-recognized tourist attraction.
