For decades the downtown area of the city known as Chinatown has been ravaged by crime and social disorder. Visitors and residents felt unsafe. Visitors stayed away and residents altered their shopping routines and as a result businesses have been closed.The sense of community life was disrupted and worse of all the residents and city at large has been robbed of the rich Chinese culture of Chinatown.
